In golf, is it true that you receive a free drop if your ball lands in a divot which has been filled with sand

NO it is not true. If your ball lands in a divot, you must play the ball as it lies. The only time you can lift and free drop is if any man-made object is interfering with your stance or swing, like a sprinkler head, cart path, a tree with a wooden stake...etc.
To hit the ball out of the divot; de-loft your club face by playing the ball a little more behind your normal ball position, back swing in a more upward direction than you normally would and make sure you hit DOWN on the ball as if you are creating an even deeper divot. The ball will come out easier, but expect to have a shorter flight distance than you normally would.
